Job Purpose:
This role will encompass a broad range of regulatory compliance subjects, including Cross border e-commerce Compliance with all different business models (Free Trade Zone, Direct
Mail, PCR, etc.), and all related Import Compliance Governance requirements across Walmart's global footprint. You will interact with Legal, Tax, Operations, Procurement, Supply Chain, and other internal businesses and external stakeholders to drive trade & product compliance.
This role will help minimize the trade and product compliance risks as well as enable all potential business opportunities efficiently and effectively.
Job Accountabilities:
1.Perform risk assessment and set up end-to-end CBEC compliance procedures 35%
1.1 Build and adjust risk framework based on WW trade policies, source and destination country trade regulations by working together with Legal and trade consultants.
1.2 Preform risk assessment of business model/process/operations. 1.3 Build and implement trade compliance workflow for product to be imported through different business models (Free Trade Zone, Direct Mail, PCR) of CBEC channel (HS classification, valuation, country of origin, products notification, custom clearance operation…)
2.Enable business with compliance solutions 25%
2.1 Analyze and identify potential opportunities for business enablement.
2.2 Drive process optimization, compliance improvement and trade automation coming from the development of trade policies and practices, business models and tech roadmap.
3.Define and implement scalable/automatic CBEC compliance solutions 15%
3.1 Initiate the CBEC compliance programs to build scalable and automatic solutions/processes for CBEC programs and transactions, and drive the implementation with stakeholders
4. External engagement 15%
4.1 Manage customs brokers performance, service level and quality
4.2 Conduct external engagement with industry associations and authorities
5. Organizational Management 10%
5.1 Invent and design metrics and visibility dashboards to business for enablement and productivity tracking.
5.2 Lead resource planning with business and operation teams to meet growth plan and peak season demands.
5.3 Organize internal and external activities like training, seminar, dialogue, etc. to enhance collaboration with agencies and business compliance awareness.
Job Requirements:
-Bachelor’s degree in Trade, legal or compliance related field is preferred.
-10+ years of experience in trade compliance with experiences in import/export operations, broker management, HTS classifications, customs valuation, country of origin, special trade modes (e.g. bonded warehouse, free trade zones) in Asia-Pacific region and countries Familiar with worldwide or region trade systems and software/solutions.
-Experience with Lean Six Sigma and other process improvement tools. Ability to demonstrate sound judgment even in ambiguous situations.
-Strong analytical, data driven and computer skills. Knowledge and user of SQL, Tableau etc.
-Strong communication skills in English and Mandarin, both verbal and in written. Experience in Customs or trade associations is a plus.
