Job Accountabilities:

1. RISK IDENTIFICATION AND MITIGATION

  • Proactively identify, assess, and mitigate trade compliance risks, including risks relating to new or changing regulatory requirements, industry practices, and business initiatives
  • Accountable for the completion of an annual risk assessment of the market’s trade compliance program consistent with global requirements
  • Develop and utilize data, analytics, and metrics to identify risks and to measure and improve program execution and maturity

2. PROGRAM DEVELOPMENT

  • Develop and execute Trade Compliance programs, policies, and procedures that are embedded in supply chain processes.
  • Ensure import and export data, incoterm data, data from brokers and third parties are readily available and accessible in consistent formats, to enable timely reviews, comparisons and audits

3. 3rd Party Broker/TPI Management

  • Develop selection process protocols, define scope of work, standard operating procedures, scorecards (includes KPIs) and conduct quarterly performance reviews.
  • Develop audit protocols and conduct audits against contractual expectations.

4. Supply Chain Security

  • Proactively identify, assess, and mitigate supply chain security risks, including risks relating to new or changing regulatory requirements, industry practices, and business initiatives.
  • Implement the Global Supply Chain Security strategy and program, engage and educate key stakeholders with AEO (Authorized Economic Operator) and CTPAT(Customs Trade Partnership Against Terrorism) compliance requirements

5. Measure the Program Effectiveness:  Monitor and Response

·       Establish, define, baseline and report trade KPIs via scorecard and drive performance in partnership with business, Global Trade SME and CECO.   

6. Training and Awareness

·       Develop required training and awareness to key business partners on trade compliance, supply chain security policies, procedures and controls.

7. Management System

·       Implement and maintain the Trade SMMS (Subject Matter Management System) to establish and communicate clear and consistent Trade compliance standards to the broader business.

8. Sanctions Program

  • Develop and execute of Global Sanctions program, policies, and procedures, required training and awareness
  • Conduct Sanction screening and provide professional suggestions to business.
  • Partner with AML/Financial Services MSME where applicable for cross-program execution.

9. Ways of Working

·       Ensure appropriate escalation and communication of compliance matters to CECO and Global SME.

Job Requirements:

1. Education

Bachelors Degree or above: In Disciplines such as Law, International Trade, Business Management, Supply Chain

2. Qualifications

  • Full knowledge of commercial operations
  • Strong work ethics and a high level of personal and professional integrity
  • Good research, analytical and strategic thinking skills
  • Have the capacities of using appropriate judgment, managing execution and results, planning and pursuing team-based improvement, and increasing commitment
  • Effectively collaborate and communicate strategically with various levels of management and colleagues in a global environment
  • Good team player and able to work independently under pressure, prioritize competing demands and meet deadlines.
  • Excellent oral and written English and Chinese language skills              

3. Experience

8 years work experience:

  • Knowledge of business operations (retail and supply chain)
  • Trade knowledge to include market import and export rules, classification, valuation, free trade agreement, export control

4. Professional Certificate

Lawyer Certificate as a plus.
