营运合规负责人负责全面回顾并升级门店的风险控制体系, 同时从业务层面带领、管理、赋能城市合规主管团队,统筹门店合规培训、检查和改进,以项目的形式支持专项提升并推动流程优化,确保公司的合规政策、流程有效落地,帮助门店合规标准持续提升,同时确保业务需求得到满足。他们必须具备出色的分析、解决问题和影响力,以及对法律法规和监管要求的深刻理解。


工作职责:

n  建立并不断优化营运合规工作机制:

·          建立有效的合规标准监督自查和闭环机制,降低市场合规风险;

·          建立内部和外部检查不同的奖惩机制,实现内部检查结果的风险可视;

·          建立能够保持城市合规主管独立性的绩效评估机制;

·          设定并定期回顾团队KPI完成情况,提供足够的支持促使其KPI的达成;

·          与合规各领域专家、持续提升团队、GIC建立能为城市合规团队提供有效技术支持的工作机制;

·          为城市合规团队设计系统性赋能计划和落实,以提升他们的合规专业技能。

n  开展自查和监督检查:

·        制定基于执行的城市合规主管日、周、月检查清单,并定期回顾更新;

·        制定并部署针对特定风险的城市合规主管专项检查计划;

·        建立保证城市合规团队检查品质的监督机制;

·        制定区域经理针对城市合规主管工作质量的监督检查清单,并定期回顾监督结果;

·        基于风险原则,制定风险评估模型并带领区域合规经理进行风险评估,通过监督检查形式,对合规高风险门店进行持续跟进,帮助其提升合规标准;

·        确保MOPR合规检查项聚焦关键风险领域和内容,通过突击MOPR推动持续提升。

n  业务支持与沟通:

·          与食品安全团队合作,提升门店综合虫害管理水平;

·          建立与合规各领域专家、持续提升团队联动的风险控制和持续提升工作机制;

·          识别合规风险和共性问题,与合规部领域专家及其他相关方建立专项跟进或优化流程;

·          推动合规流程和项目落实到门店,识别改进机会点并实施改进计划;

·          建立与持续提升团队在Right Start项目上的协作机制,确保新店以正确的方式开展业务;

·          部署区域经理对区域、门店管理层的合规培训,影响关键角色的合规意识提升;

·          支持门店减少政府检查和处罚,并保护公司的声誉;

·          COO和总部营运各团队负责人建立定期的沟通机制;

·          在管理危机和其他关键事件时提供协助。

n  团队建设与人才发展:

·          营运合规团队的赋能、管理和支持,实现团队能力的全面提升;

·          合理分配团队资源,通过领域划分以提高效能;

·          通过定期会议指导和支持区域团队,确保目标一致;

·          识别人才并制定成长计划;

·          为关键职位建立继任计划。
